Instructions:

2. Add the red wine to the pot and let it simmer for a few minutes to deglaze the pan.
3. Add the potatoes, carrots, and bell pepper to the pot.
4. Pour enough water into the pot to cover all the ingredients.
5. Bring the stew to a boil, then reduce the heat to low and let it simmer for about 1.5 to 2 hours, or until the beef is tender.
6. Season with salt and pepper to taste.
